Myanmar group prosecuted for fraud
缅甸一诈骗集团被提起公诉
Twenty-one key figures of a group that had long been swindling Chinese nationals in northern Myanmar have been prosecuted, the latest development in the country's ongoing crackdown on telecom and online fraud.
中国持续开展的打击电信网络诈骗犯罪行动近日又取得新进展：一个长期在缅北针对中国公民实施诈骗的犯罪集团的21名重点涉案人员已被提起公诉。
The People's Procuratorate of Shenzhen, Guangdong province, has recently filed charges against a group, led by Bay Saw Chain and Bay Yin Chin, on various charges including fraud, running casinos, blackmailing, intentional homicide, intentional injury, kidnapping, and making and selling drugs, the People's Procuratorate of Guangdong Province said in a statement on Friday.
广东省人民检察院周五发布消息称，深圳市人民检察院近期对以白所成、白应苍为首的犯罪集团提起公诉，指控其涉嫌诈骗罪、开设赌场罪、敲诈勒索罪、故意杀人罪、故意伤害罪、绑架罪及贩卖、制造毒品罪等多项罪名。
Bay Saw Chain and Bay Yin Chin, leaders of the "Bay family" criminal group based in Kokang, northern Myanmar, relied on armed groups to engage in telecom and online fraud, and would mainly target residents in China.
以白所成、白应苍为首的白家犯罪集团盘踞于缅北果敢地区，依托武装势力实施电信网络诈骗活动，主要作案目标为中国公民。
The "Bay family" is one of several major fraud groups in northern Myanmar which were dismantled during joint law enforcement operations by China and Myanmar.
白家犯罪集团是中缅联合执法行动中被捣毁的缅北主要诈骗团伙之一。
According to details released by the Ministry of Public Security on Friday, the criminal group is suspected of involvement in activities that led to the deaths of six Chinese citizens, and were found to be linked to over 31,000 telecom fraud cases that involved over 10.6 billion yuan ($1.48 billion). They were also found to have been engaged in the production and trafficking of around 11 metric tons of drugs.
公安部周五公布的细节显示，该犯罪集团涉嫌造成6名中国公民死亡，涉诈案件3.1万余起，涉诈资金超106亿元人民币（约合14.8亿美元），同时还涉嫌制造并贩卖毒品约11吨。
The ministry said the group had taken advantage of its influence in Kokang to build 41 large-scale compounds, and attracted a large number of gangs to the compounds to conduct telecom fraud and illegal gambling operations targeting Chinese nationals.
公安部表示，该犯罪集团利用其家族在果敢地区的势力，开发建设了41个大型赌诈园区，吸引大量赌诈犯罪团伙入驻，对中国公民大肆实施电信网络诈骗和网络赌博等违法犯罪活动。
The group also recruited and lured individuals in China into crossing the border illegally to engage in gambling and fraudulent schemes, the ministry said.
此外，该犯罪集团还从中国境内招募、诱骗人员非法越境，参与赌博和诈骗活动。
It noted that the group established the "Kokang entertainment management committee" and raked in huge illegal gains in the form of rent and security fees among others. It used the illicit funds to support the armed groups that protected its dens of vice.
据介绍，该犯罪集团成立“果敢娱乐管理委员会”，通过收取租金、安保费等方式牟取巨额非法利益，并“以诈养兵、以兵护诈”，对赌诈园区实施武装管控“保护”。
The group was also found to have endorsed violent enforcement tactics, including abuse, assault and even murder of lower-level telecom fraud operatives.
经查，该犯罪集团还纵容对底层电诈人员实施虐待、殴打甚至杀害等暴力管控行为。
In November 2023, the ministry required Shenzhen police to investigate the "Bay family" case. Police in Dalian, Liaoning province, later issued public wanted notices for leaders of the criminal group.
2023年11月，公安部部署广东省深圳市公安机关侦办白家犯罪集团专案。随后，辽宁省大连市公安机关对该犯罪集团头目发布了公开通缉令。
In January 2024, under the China-Myanmar law enforcement and security cooperation mechanism, Myanmar handed over Bay Saw Chain and Bay Yin Chin to Chinese authorities.
2024年1月，依托中缅执法安全合作机制，缅方将白所成、白应苍移交中国警方。
Till date, as many as 36 key suspects involved in the "Bay family" case have been captured.
截至目前，已有36名涉及白家犯罪集团案件的重要犯罪嫌疑人归案。
To get a clear picture of the group's crimes against Chinese nationals, Chinese police traveled to northern Myanmar five times, collecting evidence such as the victims' remains and tools used to make drugs, with the support of their Myanmar counterparts, the ministry said.
公安部称，为查清该团伙侵害中国公民的犯罪事实，中国警方在缅方的支持下，先后5次赴缅北开展工作，查获受害人尸骨、犯罪嫌疑人制毒工具等物证。
Meanwhile, police officers from Shenzhen were also mobilized to gather evidence from fraud victims nationwide, it added.
同时，深圳警方还组织警力在全国范围内向诈骗受害人收集证据。
