Jinan to upgrade citywide elderly care network in 2026

Jinan will advance reforms in its elderly care sector this year to address service capacity and quality through a more cohesive citywide network.

The city plans to strengthen facilities, service delivery, and oversight to establish a comprehensive three-tier care system covering counties, townships, and villages (or communities). By year-end, network coverage is expected to exceed 80 percent, supported by the construction of 10 town-level elderly care centers and 16 community care institutions.

Improving professional care for vulnerable seniors is a key priority. Jinan will upgrade rural care facilities to ensure that at least 80 percent of beds offer professional nursing services. The city also plans to add 2,000 inclusive care beds and 2,000 specialized home-based care beds to better support elderly individuals with disabilities or those needing long-term care at home.

To enhance services for individuals with dementia, each district and county will establish at least two institutions with dedicated dementia care zones. By the end of the year, the city's capacity for dementia care beds is expected to reach 1,000.

In addition to facility expansion, Jinan is promoting the development of the silver economy. The city will introduce policies to encourage stronger branding and larger-scale operations among elderly care providers. Initiatives will include continued consumption subsidies for seniors with moderate to severe disabilities, placement of elderly care consultants at sub-district service centers, and the addition of 32 new service points for renting or purchasing rehabilitation equipment. The city will also organize industry matchmaking events to help connect service providers and strengthen the elderly care industry value chain.
