Yantai High-Tech Industrial Development Zone has introduced an action plan to lead the nation in commercial satellite manufacturing, significantly expanding its aerospace industry by 2028.
The plan, revealed at a mobilization meeting in March, outlines clear numerical goals. By 2028, the zone's annual commercial satellite delivery capacity is expected to increase from eight to 100 units, while the total output value of its aerospace value chain is projected to grow from 6 billion yuan ($870.77 million) to 9.2 billion yuan, indicating an average annual growth rate of over 15 percent.
The strategy focuses on four main upgrades: satellite manufacturing, component supply, aviation parts production, and public testing services. The objective is to establish a complete ecosystem that encompasses R&D, manufacturing, application, and testing.
As the only district in Yantai to receive a provincial-level strategic emerging industrial cluster designation in 2025, the development zone already has a strong foundation. Currently, 62 core enterprises are operating there, supported by three public service platforms and over 13 innovation labs. Notably, 20 of the 154 satellites launched from the Haiyang Oriental Spaceport were produced by companies in the zone.
Four new initiatives will now drive infrastructure development, enterprise growth, and technological innovation to turn the plan into reality.
