SCODA Completes 208 TIR International Freight Trips in H1 2025

The China-SCO Local Economic and Trade Cooperation Demonstration Area (SCODA) dispatched 208 TIR international transport vehicles in the first half of this year, marking a 188.9% year-on-year increase. The total cargo value reached 140 million yuan, up 224.5% from the same period last year. Chinese-operated TIR shipments from the SCODA continued to lead the nation, maintaining the top position established in the first quarter.

A TIR international transport truck carrying medical equipment and other goods recently completed customs clearance and inspection at the SCODA TIR International Road Transport Hub before setting off for Moscow. The shipment is expected to reach its recipient within eight days. At least 1 TIR truck now departs from the SCODA daily on average, bound for Russia or Central Asia.

TIR, short for the Convention on International Transport of Goods under Cover of TIR Carnets, allows vehicles bearing the blue-and-white TIR plate to transit across more than 70 contracting countries using a single customs document. Goods are typically inspected only at the point of departure and final destination, with no need for cargo checks in transit countries. This significantly streamlines customs procedures and reduces logistics costs.

"We've assigned dedicated personnel for TIR operations to offer 24-hour appointment-based customs clearance, so that we can continue streamlining our full-process, one-stop services. At the moment, delivery vehicles can complete all procedures—from entry to release—in as little as 30 minutes," said Jiaozhou Customs Deputy Director Song Tao. He added that efforts are underway to expand the reach of TIR services by establishing coordination mechanisms with border ports and inland logistics hubs to support new TIR models and further enhance cross-border trade facilitation.

Thanks to an efficient TIR clearance system—allowing single-document, uninterrupted transport without vehicle changes or cargo transfers—more "Made in China" and "Made in Qingdao" products are reaching Eurasian markets at lower costs and with greater efficiency, boosting international competitiveness. To date, the SCODA has launched four international TIR road routes connecting China with Russia, Kyrgyzstan–Uzbekistan, and Kazakhstan, establishing an emerging regional hub for cross-border road transport. A total of 500 TIR shipments have been dispatched, with cargo valued at over 341 million yuan. The range of transported goods has expanded from 4 to 40 categories, including high-value items such as food, machinery, and electronic equipment. The system has opened a safe, stable, and efficient international logistics corridor for more than 1,000 import-export enterprises.

Director of the Industrial Development Department at the SCODA Administrative Committee Zang Yuanqi stated that the Demonstration Area will leverage platforms such as the TIR International Road Transport Hub and its customs supervision facilities to enhance the efficiency and service quality of existing routes. At the same time, it will actively explore new TIR road transport corridors to other Shanghai Cooperation Organisation (SCO) member states. By establishing joint mechanisms with customs authorities, the SCODA aims to build an integrated "corridor-hub-network" ecosystem and open new export channels for Silk Road e-commerce.
