Qingdao Leads Nation in TIR Certification and International Road Freight Dispatch

The results of Shandong's 2025 Outstanding Cases in Optimizing the Transportation Business Environment were recently announced with 3 cases submitted by the Qingdao Municipal Bureau of Transportation standing out among over 100 entries across the province. These included the establishment of one-stop road transport service stations, the development of a new international road freight model, and a comprehensive "standards+service+digital" strategy to create a top-tier business environment with Qingdao ranking the first in the province in terms of the number of selected entries.

To streamline the annual inspection process for over 200,000 commercial vehicles in Qingdao and fulfill the "One Visit at Most" reform mandate, the Qingdao Municipal Bureau of Transportation established a network of one-stop road transport service stations by leveraging existing vehicle inspection centers across the city. These stations bring government services closer to private businesses and the public to enable vehicle inspections, annual renewals, technical grading, and transport certificate replacements or reissues to be handled in one place, nearby, or online. 69 service stations have been established citywide as of now, processing 134,200 transactions in 2024, where online processing rates have risen by 52% with a 100% satisfaction rate.

The Qingdao Municipal Bureau of Transportation has been providing active guidance to local enterprises in exploring the Blue Ocean of international road transport, seeing the launch of Shandong's first TIR international road freight routes to Russia, Kyrgyzstan–Uzbekistan, and Kazakhstan. Qingdao also became the first city in China to open 3 GMS (Greater Mekong Subregion) routes to Bangkok, Hanoi, and Phnom Penh with the successful completion of the country's inaugural road transport mission to Vietnam. 71 Qingdao-based enterprises have registered for international road transport to date, marking the largest number in the province. 16 of them are certified TIR holders, placing Qingdao at the top nationwide in both the number of TIR certificate holders and shipment volume. Among these, the China–Russia goods delivery express route has entered regular operation, with its shipment scale and operational efficiency consistently ranking among the best in the country.

In support of Qingdao's development as an international shipping hub, the Municipal Bureau of Transportation's adoption of innovative regulatory models to focus on 3 key areas: standardization, service efficiency, and digital empowerment aim to accelerate the construction of major infrastructure projects—including Phase III of the Qingdao Port automated terminal, the Wanbang Ore Terminal, and the expansion of both the Shenhai (G15) and Qinglan (G22) Expressways—with the goal of ensuring that facilities are operational immediately upon completion.
